Confused? Lemme explain. Down Under is a secret society for runaway teenagers who have been banished from the normal society above. Down Under offers a place for these teens (aging from 13-18) to live. The town in which they live underneath is called Calloway Falls, a prestigious society where only the wealthy class may live. Calloway Falls centers itself around the world-known, most highly recommended school: Amberlynn Caffrey Private School. (From 7th grade to 12th) Those who graduate have the honor of attending its brother, The Caffrey University. These people are your complete stereotypical rude, snobby wealthy class students and families. "Toppers" and "Sky-walkers" mean the same thing. They are the people who live above in Calloway Falls. "Unders, Sewer Rats and Divers are those who live in the Under World. The "Topper teens" who attend Amberlynn Caffrey don't actually believe in Down Under, but they stereotype it with filthy people - aka, a nasty insult. The teens who live in Down Under is just a silly myth to them. How does Down Under stay a secret? Well, that's obvious. It's a secret. F.A.D.E. (Forbidden Accouncil Down Under Entities) watch and control the community of Down Under. They act as a court system, security and leaders. They remain unseen and never mention their presence unless necissary. The U.E. (Under Enforcement) take care of punishing those who dare break the rules. This force remains secret and omnipresent as well.
F.A.D.E is in the Depths; a offlimits area that is their headquarters. Those who wander into the Depths rarely are seen again. Down Under is a surprisingly vast community. It is highly organized and protected. Most of the Underworld realm consists of large apartments. All apartments are co-ed. There is television, but it has to be paid for. (1 Shard every hour). Some rooms have two beds, or a bunk-bed. They remain empty and without locks until someone claims it as their own, only then will a key be delivered. One key for their personal room, and one key for the apartment complex. Each apartment offers all the necessities of living; a bed, a bookshelf (with a book of Underworld instructions and information), a refrigerator with one pre-packaged meal, a desk, closet and a new pair of clothes. Everything else can be bought. How? With shards. Shards are the currency in Down Under. They use their own currency as a way of organization, and it gives young Unders the opportunity to spend their money however they choose. There are a range of supplies and merchants that can be bought, but the most popular is weaponry.
How does one acquire shards? By simply doing as F.A.D.E asks. F.A.D.E delievers an allowance to those who behave within Down Under. They also offer Unders to run "errands" in their favor. These tasks vary from picking up certain supplies from above, or assassinating certain Toppers. Each task ranges in its difficultly, but, if a teen accomplishes it successfully they will be rewarded with shards as well as money that can be used above. There are certain cases were errands will be led out by groups. These type of errands are almost always difficult, but the reward is immense.

1 Shard = 10 dollars. (Allowance given by F.A.D.E every 2 weeks)
2 Shards = 20 dollars
3 Shards = 30 dollars
4 Shards = 40 dollars
5 Shards = 50 dollars
....
50 Shards = 500 dollars
100 Shards = 1,000 dollars
And so on.
Under teens are given 3 strikes before the U.E. (Under Enforcement) hands sends them into the Depths. This rule isn't set in stone. It can vary, depending upon what rule was broken, or crime committed. It would be best advised though, not to go searching for trouble. The Down Under rules are very vague for good reason. They are meant to be extremely general, but the consequences are severe. It's never certain if someone has actually broken a rule. These matters are usually handled privately. Once an Under teen has turned 18 they will be sent to the Depths. No one is sure what happens to them.
Apartment complexes can be very hostile places once Under teens have associated themself with their room mates. Once a complex is full, it will be locked to everyone except for those living in it. Apartments give Under teens the chance to, well, make some friends. First come, first serve. Often times, private rules will be made among the groups who live in the apartment complexes (that is, if they are close enough). Matters that regard roommates stay within the apartments. It isn't abnormal for small hierarchies to be created within each apartment. It's extremely difficult to find a new apartment complex if you decide to leave the one you first settled in.
